Data Enabling Industrial Structure Transformation and Upgrading:Theoretical Mechanisms and Empirical Tests
As a key production factor in the era of digital economy,data is a new driving force to promote the transforma-tion and upgrading of industrial structure and realize high-quality economic development.The article examines the im-pact of data factor development on the transformation and upgrading of industrial structure using a quasi-natural experi-ment,the Big Data Comprehensive Pilot Area,using balanced panel data for 243 prefecture-level cities from 2004-2019 with a multi-point difference-in-difference model.The study finds that:data factor development promotes the transfor-mation and upgrading of industrial structure,and the conclusions are robust.Data factor development promotes the trans-formation and upgrading of industrial structure by driving innovation and promoting the deepening of social division of la-bor.The industrial structure optimization effect of data factors is more significant in cities with higher administrative lev-els,lower levels of human capital,and cities in the central and western regions,and there is no"Matthew effect"in da-ta factor development,which helps to achieve leapfrog development and reduce regional disparities.The policy implica-tion of the article is to actively promote the expansion of the Big Data Comprehensive Pilot Area,improve the hardware facilities and software support for the development of data elements,fully release the value of data elements,and promote economic transformation and upgrading.
