数字新质生产力是以数字技术创新为驱动引擎的生产力.打造高标准数据要素市场体系,推动数据要素市场化配置,能够为数字技术创新活动提供丰富的应用场景和创新思路,以推动数字新质生产力的形成.基于 2008-2022 年沪深A股上市公司面板数据,利用数据要素交易平台设立这一准实验场景,实证检验数据要素市场建设如何影响企业数字技术创新"数量"和"质量".研究发现,数据要素市场建设能够促进企业数字专利申请量和数字专利被引用量提升.机制检验表明,数据要素市场建设通过推动企业数据要素应用、降低企业交易成本和纠正传统要素配置扭曲的机制促进企业数字技术创新.异质性分析发现,政策效果在公共数据开放水平更高、知识产权保护力度更强和社会信用环境更完善的地区以及技术更迭速度更快、头部企业带动引领作用更强的行业中更为明显.经济后果分析还发现,数据要素市场建设在促进数字技术创新活动的基础上,还能够显著改善企业经营绩效,从而帮助企业塑造未来竞争优势.
The Construction of Data Element Market Enables Digital New Quality Productivity——Based on the Perspective of"Quantity"and"Quality"Improvement of Enterprise Digital Technology Innovation
Digital new quality productivity is productivity driven by digital technology innovation.Creating a high-stand-ard data factor market system and promoting the market-oriented allocation of data factors can provide rich application scenarios and innovative ideas for digital technology innovation activities,so as to promote the formation of digital new quality productivity.Based on the panel data of A-share listed companies in Shanghai and Shenzhen from 2008 to 2022,we utilize the quasi-experimental scenario of setting up a data factor trading platform to empirically test how the construc-tion of the data factor market affects the"quantity"and"quality"of enterprises'digital technological innovation.The study finds that the construction of data factor market can promote the number of digital patent applications and the num-ber of citations of digital patents by enterprises.The mechanism test proves that the construction of data factor market promotes enterprises'digital technology innovation through the mechanism of promoting enterprises'data factor applica-tion,reducing enterprises'transaction costs and correcting the distortion of traditional factor allocation.Heterogeneity a-nalysis finds that the policy effect is more obvious in regions with higher levels of public data openness,stronger intellec-tual property protection and better social credit environment,as well as in industries with faster technological iteration and stronger leading role of head enterprises.The analysis of economic consequences also found that the construction of data factor markets can significantly improve the business performance of enterprises on the basis of promoting digital technology innovation activities,thus helping enterprises to shape their competitive advantages in the future.
