Digital Governance:Focus on Protection of Equal Rights of Digital Disadvantaged Groups
Equality is the core of democracy and human rights,is the premise and foundation for realizing justice.The right to e-quality is of great significance in the Constitution.With the unbalanced advancement of digital technology,some social members,es-pecially digitally disadvantaged groups,can not enjoy the"digital dividend"equally.As a special group of intelligent society,the dig-ital vulnerable groups are born due to technological complexity,social stratification,and differences in personal resource endow-ments.They are divided into two categories:the explicit digital vulnerable groups and the implicit digital vulnerable groups.The legal protection of the digital vulnerable groups'right to equality is in a dilemma because of the incomplete equivalence of rights and obliga-tions,the lag of legal protection mode,and the unblocked way of right relief.In line with the value orientation of respecting and pro-tecting human rights,we should take concrete measures to help the digital vulnerable groups realize the substantive equality of rights from four aspects:idea,legislation,government and society.
