国际中文教育治理现代化的现实挑战与推进路径

作为中文母语国,中国在国际中文教育供给侧优化和治理体系中扮演着关键角色.新时期要构建更加开放、包容、规范的现代化国际中文教育体系,还面临着国际中文教育治理体系优化和治理效能提升的现实挑战,体现在:教育政策和法律衔接不够紧密,治理结构中市场与社会参与不充分,治理网络中存在圈层化现象,主体治理意愿与能力呈现非均衡性.推进国际中文教育治理现代化,是我国深度参与全球教育治理的重要体现,也是新时代我国对外开放战略的重要内容.具体实践路径包括:健全治理法律环境,完善法律法规与制度保障体系;厘清治理主体的合作关系与职能边界,完善共商共治共享的治理结构;识别成员共享价值,搭建有效治理网络;强化主体合作意愿,提升系统治理能力.
The Realistic Challenges and Promotion Path to Modernization of International Chinese Education Governance
As a native country of the Chinese language,China plays a key role in the supply-side optimization and governance system of international Chinese education.To set up an open,inclusive,and standardized modern international Chinese education system,it is facing challenges mainly including weakness of legislation,insufficient participation of the market,independent circle of governance network,and imbalance between governance willingness and ability.The promotion of the modernization of international Chinese education governance is an important manifestation of China's in-depth participation in global educational governance and an important element of China's opening-up strategy in the new era.Practical paths include improving the legislative system and governance structure,clarifying the cooperative relationships and functional boundaries of the governance entities,identifying the shared value among members,building an effective governance network,strengthening the willingness to cooperate and enhancing governance ability.
