The Spatiotemporal Characteristics and Influencing Factors of Innovation Diffusion of Educational Informatization Policies
The innovative diffusion of education informatization policies at the provincial level in China has been completed.An analysis of the characteristics and influencing factors of this process from a historical perspective can provide a reference for the development of education digitalization.With event history analysis methods,observations and measurements were conducted on 259 sample data from 31 provincial governments across the country(excluding Hong Kong,Macau,and Taiwan).It found that the diffusion pattern of education informatization policies exhibits an S-shaped staggered growth pattern in the temporal dimension and a non-equitable sequential diffusion from the eastern coastal areas to the central and western regions in the spatial dimension.The mandatory nature of national administrative orders and related incentives significantly influence the adoption of policies by provincial governments.Additionally,competitive pressure among provincial governments promotes policy innovation and provides opportunities for policy learning,while neighbouring provinces also exhibit imitative effects.Factors such as regional economic development levels and education finances have been proven to be important determinants affecting the adoption of education informatization by provincial governments.
