The Regulatory Dilemma and Governance Path of the Off-Campus Tuition Market in the County under the Backdrop of"Double Reduction"
Since the implementation of the"double reduction"policy,the phenomenon of out-of-school training,which is characterized by disorderly expansion and fierce competition,has been vigorously regulated.However,there are many hidden variations of illicit tuition activities in the county,posing a regulatory challenge for the further work of the"double reduction"policy.Based on a case study of a county in an eastern province,it was found through fieldwork and semi-structured interviews that regulation in the county is often constrained by the local socio-cultural and institutional structure in which it is located.The education department faces the dilemma of cognitively embedded,institutionally embedded,and relationally embedded regulation in the process of regulating the market of out-of-school tutoring,which has a direct impact on the effectiveness of regulation.The county is at the interface between urban and rural areas,and the integration of modern education concepts and traditional social cognition presents the characteristics of complex governance and the game relationship among parents,government,and the market has shaped the regulatory resistance from the local society.In order to further deepen the goal of"double reduction"in the counties,we should start from the three aspects of unifying the cognition of the main subjects,rationalizing the regulatory system and expanding the supply of resources so as to promote the reshaping of the education ecology in the counties.
