The Chinese Modernization of University Governance:Capacity Dilemma and Construction Path
The Chinese modernization of university governance is a process in which China as a developmental state actively chooses and promotes the improvement of its university governance system and governance capacity.The"Chinese characteristic"has promoted the modernization transformation of the university governance system in the short term,but has not brought about synchronous improvement of university governance capacity.The academic cultural network is an interconnected network composed of academic organizational systems,authoritative relationships,and corresponding knowledge production rules and cultural concepts that shape the space for power utilization and governance effects.Therefore,various power factors including national power,university administration,and academic authority,must be rooted and interacted in the cultural network to form the infrastructural capacity to promote the modernization of university governance.The state's infrastructural power is connected to the unique relationship rules,cultural cognition,and teacher needs of grassroots academic organizations through institutionalized effective infiltration,participation in consultation,and incentive interaction,which will develop a"bottom-up"infrastructural capacity of governance,and thus constitute the leadership and authority to promote the transformation of academic organizations.The case study and research of G University confirmed the theoretical assumptions and construction path mentioned above.
