Comparative Analysis and Insights of Data Governance Policies and Practices in the United States,European Union,and Japan
Data sovereignty is an important embodiment of national sovereignty in cyberspace,and strengthening global data governance has become the current international strategic consensus.The research on the data governance policies and practical experience of developed countries has important reference significance for the current data governance system and capacity building in China.Through literature research and network research,representative data governance policies and practices in the United States,European Union,and Japan are sorted out,and the analysis framework of"content-value-practice"is adopted to clarify the differences and similarities between the core content,value orientation,and practice paths of data governance policies in the United States,European Union,and Japan.The research finds that there are similarities in the core content and value orientation of data governance policies in the United States,European Union,and Japan,but there are differences in data governance practices based on regional conditions.Combined with China's national conditions and the development needs of data governance,it is proposed to start from four aspects:improving the data governance system and supporting regulations,seizing the right to speak and make rules in data governance,emphasizing the strengthening of international cooperation in data governance,and promoting the utilization and value realization of data elements.The above measures will enhance the extraterritorial effectiveness of data legislation,the international competitiveness of data governance,and promote the practice of building a new pattern of open and win-win data governance.
