Reflection and Enlightenment on the Transformation and Development of Elsevier Driven by Dutch Open Access Policy
The Netherlands is a country that has practiced open access(OA)earlier and achieved success.It uses policy as a tool and takes advantage of its international academic influence to drive its publishers to realize the transformation of OA.Elsevier is a typical representative of publishers.It is significant for China to analyze the characteristics of various OA policies in the Netherlands and the successful OA transformation of Elsevier driven by national policies.At the aspect of national policies,academic groups,and funding organizations,the development of OA in China should be promoted through the construction of national policy system,the participation of international governance,the cooperation of academic groups,the construction of open infrastructure,and the establishment of special funds for OA.
