This article is based on practical exploration.It analyzes in detail the subject matter,characteristics,and types of data flow,and finds that the data is not highly correlated with the scene,and studies data flow separately from the scene.In response to these issues,it is proposed to build a safe and efficient data circulation mechanism from four aspects:consolidating the foundation of data circulation,constructing a data supply chain system,improving the utilization and connection mechanism,and strengthening process supervision,to smooth the data resource cycle and promote the high-quality development of the digital economy.
