In order to promote rural revitalization,Japan has actively developed the skiing industry and constructed a multi-subject symbiotic industrial governance model.Research has found that collaborative governance among multiple stakeholders,six rounds of industrialization,and a wide area DMO cooperation framework are the main practical aspects of the development of Japan's skiing industry.The theory of symbiosis is used to analyze the symbiotic framework of Japan's skiing industry:The government,non-governmental organizations and enterprises constitute the basic symbiotic unit.The policy,region,and market constitute the symbiotic environment on which Japan's skiing industry relies for survival.The rela-tionship,value,and governance jointly maintain the symbiotic model of Japan's skiing industry.There-fore,suggestions for the development of rural skiing industry in China are proposed.
