Analysis and Enlightenment of Australia's Family-based Childcare Policy from the Perspective of the Multi-Stream Framework
With the emergence of the declining birthrate phenomenon and the deepening of research on early childhood education,childcare services have become a focal point of social concern.This paper analy-zes the Australian home-based childcare service policy through the multiple streams theory,revealing the problem stream consisting of changes in enrollment rates and market imbalances,the policy stream compri-sing policy implementation and policy entrepreneurs,and the political stream formed by government phi-losophies and national demands.Its experiences are of reference value to China,which should accurately i-dentify the problem stream,pay attention to the developmental difficulties of childcare,optimize the policy stream,clarify demands and responsibilities,encourage expert participation,leverage the political stream to improve the public opinion environment,and promote the high-quality development of home-based childcare services in China.
