The Leadership Institutional System of the Party:Elements,Theoretical Implications,Contents and Structures
The application of system thinking to study the leadership institutional system of the Party is a fundamental idea and working method for forward-looking thinking,global planning,strategic deploy-ment,and overall promotion of the construction of the leadership institutional system of the Party.From the perspective of the Party's leadership system,this article analyzes the elements,theoretical implications,contents and structures of the leadership institutional system of the Party,providing a reliable theoretical key to deepen the theoretical research of the leadership institutional system of the Party.From the perspec-tive of institutional objects,the leadership institutional system of the Party is an institutional integration that adjusts the constituent elements of the Party's leadership system.Rooted in the specific political and social context of China,combined with the leadership attributes of Marxist political parties,the elements of the Party's leadership system have certain theoretical implications.The leadership institutional system of the Party should take the theoretical implications of each element as the goal,and form a hierarchical classifi-cation institutional system consisting of five categories of secondary systems,15 categories of tertiary sys-tems and 41 categories of quaternary institutions.The secondary system includes the guarantee system of the Party's progressiveness,the system of the Party leading the people as masters of the country,the com-prehensive leadership system of the Party,the system of improving the Party's leadership style,and the system of ensuring that the Party sticks to its original mission of serving the people.The third level system includes 15 categories,including maintaining the authority of the Party Central Committee and the central-ized and unified leadership system.The fourth level institutions are divided into 41 categories including the"two upholds"institution.
