Urban governance constitutes a crucial element in the modernization of the state governance system and capacity.Conducting systematic research into the transformation of development models and ex-ploring innovative pathways for modern public governance in megacities holds paramount importance,as it is crucial for achieving good governance and establishing a modern metropolis that promotes coordinated de-velopment and ensures security.The modernizing megacity governance represents a systematic and intricate project that encompasses multiple dimensions,including economy,society,rule of law,science and tech-nology.Among them,it is imperative to expedite the implementation of smart city initiatives,comprehen-sively promote the construction of resilient urban environments,enhance the operational efficacy of grassro-ots intelligent governance systems,and improve the system and mechanism of"Grand Comprehensive Inte-gration"comprehensive urban governance.Professor Zhu Zhengwei emphasizes the urgent need to thor-oughly comprehend the risk characteristics of megacities and to critically examine the shortcomings and challenges in public safety governance within these urban environments.He advocates for the continuous advancement of public safety governance in megacities through a resilience-oriented approach,guided stra-tegically by the integration of development and security.Professor Zhang Zhen holds the view that a clear i-dentification of the issues,key points,and challenges of the research on the legalization of megacity gov-ernance with Chinese characteristics is the premise and foundation for responding to and guiding the practi-cal implementation of such legalization in megacities exhibiting distinctively Chinese attributes.Professor Yang Jing proposes that the pressing need for innovative urban governance in megacities today arises from the tension between the evolving external governance landscape and the intrinsic structural conflicts within the governance framework.Consequently,it is imperative to establish a dynamic and inclusive governance structure that consistently leverages the scale advantages of megacities while ensuring overall social stabili-ty.The comprehensive digital transformation offers a viable pathway to achieve this objective.Professor Zhao Jujun argues that based on the perspective of dealing with governance challenges stemming from mas-sive population mobility,the current important issues of optimizing the spatial governance structure of megacity can be summarized into four aspects:firstly,adjusting administrative divisions to enhance the car-rying capacity of megacities;secondly,promoting the integration of administrative divisions with functional zones;thirdly,reorganizing grassroots administrative structures to facilitate the modernization of megacity grassroots governance;and finally,advancing the governance of the imbalance of residential space in megacities.According to Professor Zhou Xuexin,megacities represent a people-oriented spatial extension.As demographic shifts present new challenges to enhancing the urban governance framework and capacity at the grassroots level in megacities,it is crucial to actively explore reformative and innovative pathways for addressing the issues arising from changes in population size,structure,and mobility.Professor Zhou Zhenchao's viewpoint is that exploring new governance pathways with Chinese characteristics,reflecting the characteristics of the times,and conforming to the unique features and laws of megacities necessitates continuous innovation in governance methods,models,and concepts.Professor Xia Zhiqiang underscores the importance of adhering to the principle of"people-oriented"in urban governance,highlighting four as-pects:the rationale for adhering to this principle,identifying whom among the populace should be priori-tized,determining what specific aspects of people's lives and needs should be prioritized,and outlining the strategies for effectively prioritizing people.Professor Guo Daojiu suggests that the large-scale aggrega-tion of traffic is a significant feature of megacities.Summarizing the experience of traffic governance in ma-jor megacities across China is imperative for enhancing the governance capacity of megacities and realize the modernization of megacity governance.Professor Han Zhiming asserts that the governance of megacities should transcend the conventional notion of"urban ailments"and instead proactively engage with emerging trends in megacity development.He emphasizes the importance of thoroughly investigating the intrinsic principles governing megacity operations,as well as devising innovative models,mechanisms,and path-ways for effective governance.This approach aims to continuously improve the level of modern governance in megacities.
