Political Logic and Improvement Mechanism of the Self-revolutionary Institutional Normative System of the Communist Party of China
The CPC's self-revolutionary institutional normative system provides a solid legal basis and practical guarantee for the CPC's self-revolutionary activities,and its main purpose is to promote the CPC's self-revolution to a higher level of institutionalization,standardization and systematic evolution.The report of the 20th National Congress of the CPC clearly puts forward the major mission of"improve the systems and regulations for the Party's self-reform",which requires us to not only dig deeply into the po-litical motivation behind it at the theoretical level,but also explore the effective implementation paths and guarantee frameworks at the practical level.Political logic is a theoretical key to reveal the deeper laws of political phenomena,and its function is to explain and understand the basic attributes of political behav-iour,decision-making and institutions and their complex interactions.In the CPC's self-revolutionary in-stitutional normative system,political logic is reflected in the Party's fundamental position of putting the people at the centre by continuously promoting the construction of self-revolutionary system,which is not only an objective requirement to jump out of the"historical cycle",but also an intrinsic need to regulate the operation of the self-revolutionary system,and a systematic arrangement for solving the big Party u-nique problems.Improving the mechanism plays a key role in optimising the structure of a system or organi-sation,enhancing its effectiveness and responding flexibly to changes in the external environment.Specific-ally,to improve the CPC's self-revolutionary institutional normative system,the first is to improve the sys-tem and mechanism of the CPC Central Committee's leadership of major work,so as to guarantee the effec-tive implementation of self-revolutionary practice.The second is to deepen the implementation mechanism for the responsibility of governing the Party strictly in an all-round manner,and to strengthen the political commitment to the self-revolution.Thirdly,improve the working mechanism of"officials do not dare,are not able,and have no desire to be corrupt",and to form a strong synergy in anti-corruption and integrity promotion.Fourthly,build a system-integrated,collaborative and efficient supervision mechanism to im-prove the accuracy and efficiency of supervision work.Fifthly,to establish a dynamic adjustment mecha-nism for the Party's internal regulations for self-revolution to ensure that the Party's internal regulation system keeps pace with the times and closely meets the actual needs and development dynamics of the self-revolution.
