Internal Logic of Strong Incentives of Government Performance Rankings Showing Strong Sustainable——Analysis based on the Practice of the Ranking of Handling Citizen Complaints Immediately in District M of City B
Government performance assessment is an important way to demonstrate government per-formance.Among numerous means of government performance assessment,ranking has been widely used in government departments due to its dual attributes of both incentive intensity and incentive persistence.In a normative sense,there are four types of relationships between incentive intensity and incentive persistence,including"weak incentive-weak persistence","strong incentive-weak persistence","weak incentive-strong persistence",and"strong incentive-strong persistence".Compared with the two patterns of"strong incentive-weak persistence"and"weak incentive-strong persistence"that have been proven by empirical cases,"strong incentive-strong persistence"is often regarded as an ideal pattern existing as a"logical re-mainder".Based on the practical analysis of the ranking of handling complaints upon receipt in District M of City B,it is found that the strong incentive effect of government performance assessment ranking can also be strongly persistent.In the dimension of information production-information use,the emergence of the strong incentive effect of government performance assessment ranking is the result of the combined effects of the collaborative production of performance information by the government and society,the high-frequency production of ordinal information,the asymmetric relative performance,and the reward and punishment system that combines positive and negative incentives.Its internal logic lies in the continuous focus of lead-ership attention,the comprehensive embedding of ranking assessment in the bureaucratic system,the disci-pline and protection exerted by incentive organizations on individuals,and the substitution of vertical rela-tive performance for horizontal relative performance,which ensures the continuous reproduction of the strong incentive effect of performance assessment ranking.The strong incentive and strong persistence of government performance ranking reinforce each other,and the occurrence mechanisms of strong incentive and strong persistence achieve logical resonance.
