共建"一带一路"是深刻思考人类前途命运以及世界发展大势、推动中国和世界合作共赢与共同发展作出的重大决策,是新时代中国特色大国外交的重大创举,也是弘扬丝路精神和携手实现世界现代化的实践平台.在共建"一带一路"的时空场域中,和平合作、开放包容、互学互鉴、互利共赢的丝路精神与和平发展、互利合作、共同繁荣的世界现代化相遇相知.丝路精神与世界现代化具有高度契合性.作为人类文明的宝贵遗产,丝路精神是共建"一带一路"最重要的力量源泉,也是携手实现世界现代化的价值基础和深厚文化动力.以丝路精神为指引,推进世界现代化是高质量共建"一带一路"的新愿景.当今世界变乱交织、百年变局加速演进,"四大"赤字不减反增,人类社会面临前所未有的挑战.构建政治互信的责任共同体、经济融合的发展共同体和文化包容的人文共同体,实现共同安全、普遍繁荣、多元和谐是解决世界难题的必由之路,也是推进世界现代化的题中之义.弘扬丝路精神、携手实现世界现代化要把推进中国式现代化作为最大的政治,以中国式现代化全面推进强国建设、民族复兴伟业;要推动共建"一带一路"高质量发展,赋予古丝绸之路以全新的时代内涵,为世界现代化注入强大动力、提供实践平台;要坚持胸怀天下,以中国式现代化推动世界现代化进程、推动构建人类命运共同体,实现中国与世界的双向奔赴;要尊重和支持各国人民对现代化发展道路的自主选择,共同绘就百花齐放的人类社会现代化新图景.
Abstract
Jointly building the"Belt and Road Initiative"is a major decision made by profound think-ing about the future and fate of mankind and the general trend of world development,and promoting win-win cooperation and common development between China and the world.It is an important measure of ma-jor country diplomacy with Chinese characteristics in the new era.It is also a practical platform for carrying forward the spirit of Silk Road and to achieve world modernization hand in hand.In the spatio-time field of jointly building the"Belt and Road Initiative",the spirit of Silk Road peaceful cooperation,openness and inclusiveness,mutual learning and mutual benefit and win-win situation meets the world modernization of peaceful development,mutually beneficial cooperation and common prosperity.The connotation of the Silk Road spirit is highly compatible with the characteristics of world modernization.As the precious heritage of human civilization,the Silk Road spirit is the most important source of strength for jointly building the"Belt and Road Initiative",and it is also the value basis and cultural driving force for working together to realize the world modernization.Guided by the Silk Road spirit,promoting world modernization is a new vi-sion for highly quality joint construction of the"Belt and Road Initiative".The world today is undergoing both transformation and upheaval,changes unseen in a century are unfolding at a faster pace,and the"Four Major deficits"(the deficits of peace,development,trust and governance)have not decreased but increased,so that human society faces unprecedented challenges.To build a responsible community of po-litical mutual trust,a development community of economic integration and a humanistic community of cul-tural inclusion,and to achieving common security,universal prosperity and harmony in diversity,is an in-dispensable path to solving the world's problems,and it is also an essential element in advancing the world modernization.To carry forward the Silk Road spirit and work together to realize the world modernization,we should take the promotion of Chinese path to modernization as the greatest politics,and comprehensively promote the construction of a strong country and the great cause of national rejuvenation with moderniza-tion;it is necessary to promote the high quality development of jointly building the"Belt and Road Initia-tive",endow the ancient Silk Road with a new era connotation,inject strong impetus into world moderniza-tion,and provide a practical platform.We should maintain a global vision,promote the process of world modernization with Chinese path to modernization,promote the construction of a community with a shared future mankind,and realize the two-way running of China and the world.Besides,we also should respect and support the independent choice of the people's modernization development path by all countries,and jointly draw a new picture of modernization of human society with the blossoming of a hundred flowers.
