废旧铁路价值再生及其改造推进路径

研究目的:随着高质量发展进程的深度推进,城市建设、经济发展逐步从"量"的增加转变为"质"的提升,由规模扩张转化为内涵提高.盘活铁路资产成为城市更新与乡村振兴的重要内容.因此,应立足废旧铁路的形成原因及存在问题,提出合适的废旧铁路利用方式.研究结论:(1)结合当前铁路遗产的再利用模式,引入再生理念剖析废旧铁路改造的多元价值以及各功能价值的组合关系,提出了基于新时代发展背景下废旧铁路改造的推进路径与发展建议;(2)明确了增加铁路自身"造血"能力与鼓励民营资本介入创新投融资模式两大重点突破方向,以期达到废旧铁路改造升级与国家发展战略的有机融合,实现既有铁路综合价值的最大化挖潜释放;(3)本研究结论可为下一阶段废旧铁路的改造利用提供借鉴与参考.
Value Regeneration of Abandoned Railway and Its Reconstruction Path
Research purposes:With the further advancement of China's new urbanization strategy,urban construction and economic development have gradually changed from the increase of"quantity"to the improvement of"quality"and from scale expansion to connotation improvement.The protection and redevelopment of abandoned railway is an important content of urban renewal.So,based on the formation reasons and the existing problems of urban abandoned railway,the suitable use method of the abandoned railway should be put forward as soon as possible.Research conclusions:(1)Based on the current railway heritage reuse mode,the concept of regeneration to analyze the multiple values of urban abandoned railway renovation and the combination relationship of various functional values is made clear,and the promotion path and development suggestions of the abandoned railway transformation based on the development background of the new era are put forward.(2)In order to achieve the organic integration of abandoned railway transformation and urban renewal,and realize the maximum potential release of the comprehensive value of existing railways,the most two important breakthrough strategies for the reconstruction of abandoned railway are put forward,namely the increase of profitability and innovative investment and financing models.(3)The research conclusion can put forward relevant suggestions for the transformation of abandoned railways in the context of urban renewal.
