中老铁路物流园区布局规划研究

中老铁路开通以来,货运量呈高速增长趋势,有效带动沿线物流业及产业发展,面向既有铁路货运设施作业能力不足、物流功能单一、多式联运衔接不顺畅等问题,开展中老铁路物流园区布局规划研究.以沿线车站为备选节点,提出土地利用可行性、物流需求支撑、地方政策支撑等3项核心指标及5项参考性指标,并设计评价模型,形成布局规划方法.基于对中老铁路沿线场站设施设备能力、多式联运通道衔接、社会物流节点建设的分析,对中老铁路沿线站点进行评价,得出以纳堆、琅勃拉邦、万象南为北部、中部、南部核心节点,磨丁为口岸节点,孟塞、嘎西、万荣为区域节点的布局规划方案.
Research on the Layout Planning of China-Laos Railway Logistics Park
Since the opening of the China-Laos Railway,the freight volume has been on the high-speed increase,well driving the development of the logistics sector and relevant industries along the route.However,given insufficient operational capacity of the existing railway freight facilities,single logistics function and poor connection in intermodal transportation,the study was carried out on the layout planning of China-Laos Railway Logistics Park.With stations along the route as alternative nodes,three core indicators such as land use feasibility,logistics demand support and local policy support and five reference indicators were proposed,with an evaluation model designed to form a layout planning method.Based on the analysis of the capacity of facilities and equipment of stations along the China-Laos Railway,the connection between channels of multimodal transportation,and the construction of social logistics nodes,the stations along the China-Laos Railway were evaluated,leading to the layout planning scheme with Nateuy,Luang Prabang,and Vientiane South as the core nodes in the north,middle,and south,Mading as the node of the port,and Meuang Xay,Kasi,and Vang Vieng as the nodes of the region.
