摘要
针对铁路货运价格跟踪评价和监测体系不完善,难以及时反映市场变化的问题,通过分析竞争环境下铁路货运价格跟踪评价的现状和价格影响因素,结合数据的可得性,从宏观经济影响、市场竞争状况、铁路货运供给、铁路货运价格等方面构建铁路货运价格监测指标体系,并提出探索开展价格监测分析研究、建立价格政企信息共享机制、完善价格调整管理补贴机制、强化价格事前事中事后监管等完善铁路货运价格跟踪评价机制的实施建议,从而为铁路货运价格主管部门建立相关监测和评价系统提供参考.
Abstract
In response to the problem of incomplete tracking,evaluation,and monitoring system of railway freight prices,which makes it difficult to timely reflect market changes,this paper analyzed the current situation of railway freight fare tracking and evaluation and the influencing factors of fares in the current environment.Combined with the availability of data,a monitoring index system for railway freight price operation was constructed from four aspects,namely,macroeconomic impact,transportation market competition situation,railway freight supply and railway freight fares.Implementation suggestions were also proposed to improve the tracking and evaluation mechanism of railway freight fares,including exploring price monitoring and analysis research,establishing a price government-enterprise information sharing mechanism,improving fare adjustment and management subsidy mechanisms,and strengthening pre-post supervision of prices.This study aims to provide a reference for railway freight regulatory authorities to establish relevant monitoring and evaluation systems.
