陕西省是我国煤炭生产的重要基地之一,其铁路煤炭外运能力和效率对全国能源供应和经济发展的稳定具有重要影响.在阐述陕西省煤炭生产现状的基础上,分析了其主要特征,包括生产总量增长空间有限、新增产能主要集中在榆林地区、煤炭就地转化比例将进一步提高、小型煤矿逐渐退出等,并结合陕煤铁路外运需求、运输线路分布以及能力限制因素,进而提出陕煤外运铁路能力提升对策,即:加快推进陕北铁路路网能力提升、完善集疏运体系建设、优化铁路运输组织、加强通道互联互通等发展对策,为进一步提升陕西省作为煤炭压舱石的地位,提高陕煤铁路外运能力提供有力支撑.
Discussion on Strategies to Enhance Railway Capacity for Coal Outward Transportation from Shaanxi
Shaanxi Province is one of the key coal production bases in China,and its railway coal outward transportation capacity and efficiency are crucial for the stability of the national energy supply and economic development.Based on an overview of the current state of coal production in Shaanxi Province,this paper analyzed the main characteristics of the current state,including the limited growth potential of total production,new production capacity mainly concentrated in the Yulin area,the proportion of in situ coal conversion to increase in the future,and gradually exiting small coal mines.Considering the demand for railway coal outward transportation from Shaanxi,transportation routes distribution,and capacity constraints,the paper proposed strategies to enhance the railway capacity for coal outward transportation from Shaanxi.These strategies include accelerating the improvement of railway network capacity in northern Shaanxi,enhancing the construction of the collection and distribution system,optimizing railway transportation organization,and strengthening the interconnectivity of transportation corridors.These measures further solidify Shaanxi Province's role as a critical coal supplier and provide strong support to improve the railway capacity for coal outward transportation from Shaanxi.
