西部陆海新通道班列高质量发展评价体系优化研究

西部陆海新通道是我国构建"双循环"新发展格局的重要抓手,是欧洲、中亚、中国、南亚、东南亚之间不可替代的重要陆上通道,在亚欧大陆发展格局中具有重要战略地位.为了进一步强化铁路快运班列在西部陆海新通道中骨干作用的发挥,通过总结西部陆海新通道班列发展存在的主要问题,构建西部陆海新通道班列高质量发展评价指标体系,明确铁路快运班列高质量发展的主要方向.研究结果表明:从班列产品支撑国家战略以及服务客户的角度,客户满意度、公转铁比例等指标对班列高质量发展影响较大;从产品经营的角度,平均编成辆数、重箱率及运输收入等指标较为重要.应充分发挥评价指标体系的引领作用,提升西部陆海新通道班列服务水平.
Evaluation System for High-quality Development of Freight Trains of New Western Land-Sea Corridor
The new western land-sea corridor is an important lever for China to create a new development pattern of"dual-circulation".As an irreplaceable land channel between Europe,Central Asia,China,South Asia,and Southeast Asia,it holds an important strategic position in the development of the Eurasian continent.To further strengthen the key role of express freight trains in the new western land-sea corridor,the main problems in the development of freight trains in the Corridor were summarized,an evaluation index system for the high-quality development of freight trains in the Corridor was constructed,and the main directions for the high-quality development of freight trains were clarified.The results indicate that from the perspective of national strategic support and customer services,indexes such as customer satisfaction and the ratio of shifting freight traffic from road to railway have a significant impact on the high-quality development of freight train services.From the perspective of product operation,more important indexes include the average number of cars,heavy container rate,and transportation revenue.The leading role of the evaluation index system should be fully demonstrated to improve the service level of freight trains of the new western land-sea corridor.
