能源保供下的国家能源集团重载铁路应急管理体系研究

摘要
能源保供背景下,紧张的运输能力、复杂的线路条件、紧缺的应急资源及频发的极端天气等因素给国家能源集团重载铁路的运输安全带来诸多挑战.在分析国家能源集团重载铁路应急管理现状与问题的基础上,提出了1个安全监测、预警及调度指挥平台,1套3级路地联动快速应急响应体制机制,以及由精简高效的应急救援团队、覆盖全场景的应急救援预案体系、完善的应急救援装备体系、"立足集团、辐射周边"的应急救援基地、完备的应急救援培训与演练方案构成的N项应急保障基础支撑,形成"1+3+N"的重载铁路应急管理体系,以期为我国能源保供下的重载铁路运输应急管理提供参考.
Abstract
s:Under the guarantee of energy supply,the transportation safety of CHN Energy Investment Group's heavy-haul railway is challenged by factors such as insufficient transportation capacity,complex route conditions,scarce emergency resources,and frequent extreme weather events.After analyzing the status quo and problems of emergency management for CHN Energy Investment Group's heavy-haul railway,this paper proposed a safety monitoring,early warning,and dispatch and command platform,a set of rapid emergency response mechanisms with three-level railway-ground linkage,as well as a N-item basic support for emergency support.This N-item basic support for emergency support consisted of a streamlined and efficient emergency rescue team,an emergency rescue preparedness system covering the entire scene,a sound emergency rescue equipment system,an emergency rescue base based on the group and radiating to the surrounding areas,as well as a complete emergency rescue training and exercise program.In this way,the paper formed a"1+3+N"heavy haul railway emergency management system,thus providing a reference for the heavy haul railway transportation emergency management under the guarantee of energy supply in China.
