Research on Compliance Issues of Intermodal Transportation of Railways and Highways Based on Network Freight Platform
The construction and operation of a railway-led network freight platform can effectively connect road transportation and railway transportation,help the development of united transportation of railways and highways,reduce the cost of logistics throughout the process,and provide strong support for"door-to-door"services and logistics services of railway freight.This paper took the railway network freight platform as the research object and focused on the network freight platform to carry out the research on compliance issues of the united transportation of railways and highways,so as to fully analyze the compliance issues of this new business model,reveal the compliance issues,and determine the compliance path.By consulting the laws and regulations,supervision policies,and research articles,this paper investigated the operation and development of network freight platforms and analyzed typical cases of illegal operation and the legal attributes of railway network freight platforms.It also analyzed the legal relationship among shippers,network freight platforms,road transportation carriers,railway transportation enterprises,consignees,and other subjects and put forward some suggestions on business qualification licenses,business rules,safe production responsibility,and data compliance.
