摘要

针对铁路监理企业信用评价中存在的评价指标体系不完善、指标权重难以确定、评价结果难以反应企业的真实信用水平等问题开展研究,根据铁路监理企业在实际建设活动中的信用行为特点和外在表现,提出信用评价关键要素,进而形成铁路监理企业信用评价指标体系;将层次分析法和熵权法相结合,计算评价指标的权重,兼顾主观性和客观性.以12家铁路监理企业为例进行评价,结果表明,所提出的信用评价模型能够综合主观和客观因素对铁路监理企业的信用水平做出合理评价,能够为铁路监理企业信用认证提供参考,有利于规范铁路监理企业行为,促进铁路工程建设市场健康有序发展.

Abstract

In order to address the issues of incomplete evaluation index system,difficulty in determining index weights,and inability to reflect the true credit level of railway supervision enterprises in credit evaluation,this research focuses on the credit behavior characteristics and external performance of railway supervision enterprises in actual construction activities.It proposes key elements for credit evaluation and forms a credit evaluation index system for railway supervision enterprises.The Analytic Hierarchy Process(AHP)and Entropy Method are combined to calculate the weights of evaluation indicators,considering both subjectivity and objectivity.An evaluation is conducted using 12 railway supervision enterprises.The results indicate that the proposed credit evaluation model can comprehensively and reasonably evaluate the credit level of railway supervision enterprises by considering both subjective and objective factors.It can provide reference for credit certification of railway supervision enterprises,promote the standardization of their behavior,and facilitate the healthy and orderly development of the railway construction market.
