摘要

市域(郊)铁路是建设"轨道上的都市圈"、支撑都市圈高质量发展的重要抓手.目前,我国市域(郊)铁路建设已进入加速发展的机遇期.在此背景下,本文深入剖析市域(郊)铁路发展存在的问题,从国家战略、行业发展、国家铁路局履职等方面指出市域(郊)铁路发展面临的任务要求,并从发展规划、标准规范、市场准入、安全监管、服务协调等方面提出促进市域(郊)铁路高质量发展的政策建议,以期为引领保障我国市域(郊)铁路高质量、可持续发展提供参考和借鉴.

Abstract

The urban(suburban)railway is an important contributor to build a"metropolitan circle on the transit"and support the high-quality development of such a circle.At present,the construction of railway has entered a period of accelerated development.In this context,this article analyzes in depth the problems with the development of urban(suburban)railways,and points out the mission requirements faced from the perspectives of national strategy,industry development,and the responsibility of NRA.Finally,policy recommendations are put forward to promote the high-quality development of urban(suburban)railways in terms of development planning,standards and specifications,market access,safety supervision,and service coordination,to provide reference and reference for the high-quality and sustainable development of urban(suburban)railways.
