铁路运输技术规章问题闭环管理流程研究

摘要
分析铁路局集团公司运输技术规章问题的反馈机制和有效的管理流程,能够提高铁路运输技术规章的制修订质量和实施效果.在调研其他行业问题反馈机制现状的基础上,总结相关经验.分析闭环管理模式在铁路运输技术规章问题管理流程中的应用及其关键要素,构建出包含 4 个层级的铁路运输技术规章问题管理流程.
Abstract
By analyzing the problem feedback mechanism and effective problem management process of the transpor-tation technical regulations of the Railway Bureau Group Company,the quality and implementation effect of the formu-lation and revision of railway transportation technical regulations can be improved.On the basis of researching the current status of feedback mechanisms for issues in other industries,relevant experiences are summarized.The appli-cation and key elements of closed-loop management mode in the process of railway transportation technical regula-tions management are analyzed,and a railway transportation technical regulations problem management process in-cluded four levels are constructed.
