党的十八大以来,深化两岸融合发展的积极因素不断累积,经济融合进入由大陆主导的提质增效阶段,民间交流持续热络厚植两岸关系发展的社会基础和前进动力.但与此同时,全面建设社会主义现代化国家新征程上,深化两岸融合发展仍须直面惠台利民政策受益台胞群体固化、两岸经贸壁垒迟迟未解、大陆自身发展短板制约及美西方推升台湾问题"国际化"等现实挑战.破解深化两岸融合发展难题的根本出路在于坚持贯彻新时代党解决台湾问题的总体方略,核心关键在于完善大陆高质量发展与两岸高质量融合的互动协调机制,基础保障在于坚持总体国家安全观下防范和化解影响两岸融合发展的各类风险,着力推进两岸高质量融合发展,助力构建两岸命运共同体.
Abstract
Since the 18th National Congress of the CPC,positive factors for deepening the integrated development across the Strait have steadily been accumulated,economic integration has entered a stage of improving quality and efficiency led by Chinese mainland,and people-to-people exchanges have continually strengthened the social foundation and advancing momentum for the development of cross-Strait relations.But in terms of deepening cross-Strait integrated development,real challenges in the new journey of building a modern socialist country in all respects will be encountered.For instance,the scope of beneficiaries under the"Preferential Treatment for Taiwan Compatriots"policy has been solidified,cross-Strait economic and trade barrier still in place,Chinese mainland has been constrained by its development shortcomings,and the United States and the West have striven to"internationalize"the Taiwan question.To deepen the integrated development across the Strait,the fundamental approach of"the CPC's Strategy for Taiwan Question in the New Era"should be adhered to,the key mechanism of improving the interactive coordination between high-quality development of Chinese mainland and high-quality integration across the Strait should be focused,and the basic guarantee of preventing and resolving various risks that affect the integrated development across the Strait under the guidance of"A Holistic View of National Security"should be boosted.All the above aims to promote high-quality integrated development across the Strait and build a cross-Strait community with a shared future.
