大国竞争背景下,拜登政府在深化对华竞争战略的同时,亦重视对华外交政策叙事.而在"以台制华"的战略考量下,涉台叙事成为美国对华外交叙事的重要内容之一.从2021年以来拜登政府的对台政策看,美国将台湾视为维护其在印太地区利益的战略资产,不仅以实际行动支持台湾拓展国际空间,而且在涉台的国际政治传播中加强了台湾问题国际化的叙事建构,以"民主论"、"经济论"、"和平论"和"国际论"建构起"1+4"的涉台叙事框架,进而逐步推进"维持台海和平稳定"成为国际社会共识及其"盟伴"在台海安全的联合行动,以实现在台海地区构建美国主导的集体威慑体系的政策企图.
Abstract
Under the background of the great power game,the Biden administration not only deepens the strategic competition with China,but also attaches importance to the foreign policy narrative towards China.Under the strategic consideration of"using Taiwan to contain China",Taiwan-related narrative has become one of the important contents of American diplomatic narrative toward China.According to the Taiwan policy of the Biden administration since 2021,the United States has considered Taiwan as a strategic asset for safeguarding its interests in the Indo-Pacific region.It not only has supported Taiwan's expansion of international space with practical actions,but also strengthened the narrative construction of the internationalization of the Taiwan question in Taiwan-related international political communication,and then built an"One to Four"narrative framework,including"Democracy Theory","Economic Theory","Peace Theory"and"International Theory".Based on the above,in order to build a US-led collective deterrent system in the Taiwan Strait,the U.S.is gradually promoting the"maintenance of peace and stability in the Taiwan Strait"as the consensus of the international community and enhancing the joint military actions among"allies and partners"in the Taiwan Strait.
