随着中美战略竞争的加剧以及中日结构性矛盾的深化,近一段时期日本牵制中国的力度亦有所强化.积极介入台湾问题是最具代表性的动向之一,呈现出公开化、官方化、机制化以及安全化等特征.日本政府在涉台问题上越来越趋向于公开化,且开始超越非官方的定位、触及"一个中国"政策红线.此外,日本政府还通过"以党代政"的方式建立定期交流沟通机制,将台海事态与其国家安全政策挂钩.日本涉台问题上的天平已经完全倒向了台湾一方,未来在涉台领域或将有更加具体且可见的举措,对此应坚持底线思维应对日本在涉台领域的任何可能动向.
Abstract
With the intensification of strategic competition between China and the United States as well as the deepening of structural conflicts between China and Japan,Japan's efforts to contain China have intensified in recent years.One of the most representative trends is its active involvement in the Taiwan question,which is characterized by openness,officialism,institutionalization and securitization.The Japanese government is increasingly leaning towards a more public approach in dealing with Taiwan-related affairs,and is beginning to surpass its unofficial stance by addressing the sensitive"One China"principle.In addition,the Japanese government has established a regular exchange and communication mechanism through"party rule"to link the cross-Strait situations with its national security policy.Japan has completely tipped the scales in favor of the Taiwan region,and may take more specific steps in the future regarding the Taiwan-related questions,to which we should adhere to the bottom-line thinking in response to any possible movement of Japan.
