大变局背景下的中东欧国家与台湾地区关系浅析

近年来,部分中东欧国家与台湾地区关系出现升温迹象,在政治交往、经贸合作、人文交流等方面取得进展.部分中东欧国家与台湾地区关系走近,既有中美博弈、中东欧地缘环境变化、中欧关系遭遇困难等因素的影响,也与中东欧国家内部政治以及台湾当局涉外政策变化有关.此外,新冠疫情和俄乌冲突也为台湾当局拉拢中东欧国家提供了契机.部分中东欧国家与台湾地区关系升温,不仅助长"台独"势力气焰,也损害中国与部分中东欧国家以及中欧总体关系.尽管如此,受制于双方合作规模、中国和中东欧国家合作与中欧合作的强大韧性以及"一个中国"原则框架,中东欧国家和台湾当局关系注定难以取得突破性进展.
Abstract
In recent years,the relations between some Central and Eastern European countries(CEECs)and the Taiwan region have shown signs of warming up,with progress in political,economic,and people-to-people exchanges.The closer relationship between some CEECs and the Taiwan region are resulted by multiple factors,such as the U.S.-China competition,geopolitical changes inthe CEECs,and difficulties of China-EU relations,as well as the domestics politics of the CEECs and the external policy of Taiwan authorities.In addition,the COVID-19 and the Russia-Ukraine conflict have also provided opportunities for Taiwan authorities to boost their efforts to reach out to the CEECs.The closer relationship between some CEECs and the Taiwan region has not only fueled the separatist forces,but also jeopardized Chinese mainland's relationship with some CEECs and the EU.Nevertheless,due to the limited extent of cooperation,the strong resilience of China's cooperation with the CEECs and the EU,as well as the framework of the"One China"principle,the relationship between the CEECs and the Taiwan region is doomed to remain constrained.
