新时代探索和完善"一国两制"台湾方案需要正确全面的目标指引.新时代探索"两制"台湾方案需要规范更新,"三个充分"是探索"两制"台湾方案的程序性要件,"三个前提"是实体性要求,而"统一后长治久安"为结果性规范."两制"台湾方案要为台湾开拓更宽、更好、更稳定与安全的发展空间,推进"两制"与"一国"的良性互动,调整涉外事务中的管治权与自治权关系.统一后台湾地区的政治体系将是承载"一国两制"宪制秩序、规范高度自治权实践的核心框架,台湾原有的政治制度须予以更新与再造.
Abstract
Exploring and improving the"One Country,Two Systems"Taiwan solution in the new era requires guidance under the correct and comprehensive objectives,as well as innovation in norms.In exploring the"One Country,Two Systems"Taiwan solution,"Three Full Confidences"is the procedural requirement,"Three Major Preconditions"is the substantive requirement,and"Long-term Stability and Security in the Taiwan after the Reunification"is consequential norms.The"One Country,Two Systems"Taiwan solution should open up a broader,better,more secure space for the development of the Taiwan,promote positive interactions between"One Country"and"Two Systems",and adjust the relationship between the jurisdiction and autonomy of foreign-related affairs.After the reunification,the political system in the Taiwan will serve as the foundational framework that supports the constitutional order and regulates the implementation of a high degree of autonomy.Therefore,the original political system of Taiwan needs updating and transforming.
