A Study on the Enhancement of Urban Innovation Capacity through the Integration of Data Elements and Artificial Intelligence Technology
Data,as a new factor of production,has become a crucial engine driving China's new quality productivity and high-quality development.The promotion of urban innovation through data elements requires integration with various factors,among which artificial intelligence(AI)technology is important.By utilizing panel data from cities at the prefecture level and above from 2008 to 2019,we calculate the degree of integration between data elements and AI technology,and empirically analyze their impact on urban innovation capacity and the underlying mechanisms.The research finds that individual data elements do not exhibit significant innovation effects on their own.However,the integration of data elements with AI technology significantly enhances urban innovation capacity,primarily through the formation of industry clusters and the reduction of resource misallocation levels.Moreover,the integration of data elements with AI technology demonstrates more pronounced innovation effects in the southeastern regions beyond the"Hu Huanyong Line"and in pilot cities of the"Broadband China"strategic policy.As governments promote digitalization,they should facilitate the integrated development of data elements and AI technology to enhance urban innovation capacity and achieve sustainable urban development.
