科技创新"非对称"战略的客观基础和制度优势——兼论科技发展不平衡规律

美国等西方国家采用"卡脖子"的方式试图阻碍中华民族伟大复兴的进程,以习近平同志为核心的党中央采用科技创新"非对称"战略加以回应,强调运用非对称技术实现"弯道超车".从学理上分析,科技创新"非对称"战略是在深入总结16世纪以来世界科学中心转移历程和带头学科更替历程的基础上得出的科学结论,是在遵循科技发展不平衡规律的基础上实施的正确战略,具有深刻的客观基础.我国实施"非对称"战略,具有制度优势和现实基础.下一步,我们要进一步实施科技创新"非对称"战略,为全面建设社会主义现代化国家提供战略支撑.
Objective Foundation and Institutional Advantages of"Asymmetric"Strategy of Scientific and Technological Innovation:Uneven Development of Science and Technology
The United States and other Western countries have adopted a"choking-off"approach in an attempt to hinder the progress of the great rejuvenation of the Chinese nation.In response,the CPC Central Committee with Comrade Xi Jinping as its core has adopted an asymmetric strategy for scientific and technological innovation,emphasizing the use of asymmetric technologies to achieve a leapfrog development.From a theoretical perspective,the asymmetric strategy is a scientific conclusion drawn on the basis of a thorough review of the shifts in global centers of science since the 16th century and in leading disciplines.It is a correct strategy implemented on the basis of following the law of unbalanced technological development,possessing a profound objective foundation.The implementation of the asymmetric strategy in China reveals institutional advantages and a realistic foundation.In the future,China should further implement the asymmetric strategy for scientific and technological innovation to provide strategic support for fully building a modern socialist country.
