The notion that economic security is national security has been the consensus in American political circles since the Trump administration.After taking office,Joe Biden regarded the development of advanced manufacturing as a core measure to America's economic security and introduced his administration's advanced manufacturing strategy,building on the strategies of the Obama and Trump administrations.The main motivations for the Biden administration's promotion of advanced manufacturing strategy include the failure of the neoliberal economic policies that have dominated the United States since the 1980s,the numerous economic problems caused by the hollowing out of American manufacturing,and the rise of China's manufacturing industry.The core elements of Biden's advanced manufacturing strategy consist of leading the development and implementation of advanced technologies,increasing public investment in basic and applied research,actively fostering a domestic ecosystem for the development of advanced manufacturing,strengthening supply chain resilience,and optimizing the cultivation and training mechanisms for advanced manufacturing workforce.Despite differences in focus,there is a strong bipartisan consensus in the U.S.on the development of advanced manufacturing.However,political polarization,skill gap,federal and local licensing procedures,and global skepticism regarding U.S.economic nationalism pose challenges to America's advanced manufacturing strategy to varying degrees.
