高压输电走廊用地复合利用模式与路径探析——基于"农业+生态"的视角

为提升廊下土地资源利用效率、提高地区经济效益、改善区域生态环境,借助文献综述法与案例研究法,探索高压输电走廊复合利用模式与价值实现路径,并对天津市某段高压输电走廊的廊下土地资源价值实现方案进行分析考量。研究结果表明,在"安全、效益、适宜"的原则下,将廊下土地资源整体区域规划为农地种植、生态草地、养殖池塘、生物塘和人工湿地的综合利用空间,此路径下的区域经济效益、社会效益和生态效益得到有效提升,本方案的实施可最大限度地减少廊下土地资源的闲置和荒废,防止水土流失和土地盐碱化。综上,综合考量高压线下土地资源利用现状和资源禀赋条件是廊下土地资源价值实现的前提,需在秉持安全、效益、适宜的原则基础上,遵循其复合利用方案和实施路径,以实现高压输电走廊用地的经济、生态与社会价值,同时也为其他地区的实践探索提供经验借鉴。
Study on the Mode and Path of Land Composite Utilization in High-Voltage Transmission Corridor:Based on the Perspective of"Agriculture+Ecology"
In order to enhance the efficiency of land resource utilization,improve regional economic benefits and improve regional e-cological environment,With the help of literature review method and case study method,this paper explored the composite utilization mode and value realization path of high-voltage power transmission corridor,and analyzed and considered the case of land resource value realization under a high-voltage power transmission corridor in Tianjin.The results showed that under the principle of"safe-benefit-appropriate"utilization,the overall planning area was the comprehensive utilization of agricultural land planting,ecological grassland,aquaculture pond,biological pond and constructed wetland.Under this path,regional economic,social and ecological bene-fits had been effectively improved,and the implementation of the plan had minimized the idle and abandoned land resources under the corridor.Effectively reduced soil erosion and prevent land salinization.Comprehensive consideration of the current situation of land resource utilization and resource endowment conditions under high voltage is the premise of realizing the value of land resources under the corridor.On the basis of adhering to the principles of safety and efficiency,it is necessary to follow its composite utilization plan and implementation path to realize the economic,ecological and social value of land use in the high voltage transmission corridor,and at the same time provide experience for practical exploration in other regions.
