Analysis of the Impact of Technical Trade Barriers on the Export of Agricultural Products in China:a Case Study of SPS Measures
Since we joined the WTO 23 years ago,the export scale of agricultural products in China continues to expand,the export categories are becoming increasingly diverse,and the export structure is becoming increasingly perfect.But China's understanding of SPS measures is relatively limited,and there is a discrepancy between the inspection and quarantine standards and the quality of agri-cultural products and those of developed countries.This has significantly undermined the competitiveness of China's agricultural prod-ucts in global trade.This paper assessed the impact of SPS measures on China's competitive exports of agricultural products using data on China's exports of agricultural products to typical trading partner countries from 2002 to 2022.The findings indicated that while SPS measures initially impeded China's agricultural exports,they ultimately compelled agricultural enterprises to enhance their quality standards,which was conducive to fostering China's agricultural export trade.This positive effect gradually intensified over time.In conclusion,in order to promote the export of agricultural products in China,the government needs to establish a sound SPS risk warn-ing system,a rigorous agricultural product quality and safety standard system,and assist enterprises in exploring emerging markets.Industry associations need to play a supervisory and guiding role and participate in the formulation of international standards.Agricul-tural enterprises should carry out technological innovation,brand building,and obtain international certification.
