京津冀社会信用体系一体化现实困厄与推进策略

摘要
大力推动京津冀社会信用体系一体化是京津冀高质量协同发展的内在要求.面向京津冀协同发展新十年,本文从京津冀社会信用体系一体化的现实困厄入手,并就目前存在的信用法律法规与标准制定难、大数据信用信息归集共享难、信用信息服务市场发育平衡难、信用激励惩戒机制统一健全难等问题,提出了构建信用法律法规体系、大数据信用信息共享、信用服务市场合作以及区域守信激励与失信惩戒新格局等建议,多策并举提高京津冀社会信用体系一体化建设水平,满足新时期京津冀协同发展深入推进的需要.
Abstract
Vigorously promoting the integration of social credit system in the Bei-jing-Tianjin-Hebei region is the intrinsic requirement of promoting high-quality coordi-nated development in the region.Today,the development is about to enter a new decade.Starting with an analysis of the practical difficulties,this paper puts forward several sug-gestions.The difficulties are concentrated on the formulation of credit laws,regulations and standards,the collection and sharing of credit information,the development imbal-ance of credit information service market and the unification and improvement of credit incentive and punishment mechanism.The suggested promotion strategies include con-struction of credit laws and regulations system,sharing big data of credit information,co-operation of credit service market and establishment of a new mechanism for encourag-ing trustworthiness and punishing dishonesty.Multiple measures should be taken to im-prove the integration,thus deepening the coordinated development of the Beijing-Tian-jin-Hebei region in the new era.
