Business Orientation of Rural Commercial Banks and the Assessment Index System to Evaluate Their Financial Services——A Sample Survey of Sichuan Province
Under the background of rural revitalization,rural financial reform re-quires rural commercial banks to refocus on supporting agriculture and small loans in counties,giving priority to agriculture,rural areas and farmers as well as the develop-ment of small and micro enterprises.However,in reality,some rural commercial banks still deviate from this orientation.As a result,the financial needs of some small and mi-cro entities in counties haven't been well met.Therefore,it is urgent to improve the busi-ness orientation and optimize the assessment index system of financial services of rural commercial banks.We should strengthen the evaluation monitoring of rural commercial banks'performance in supporting agriculture and small businesses.Based on the sam-ple survey data in Sichuan,this paper evaluates the index system from four dimensions:scientificalness,rationality,difficulty level of completion and demand for optimization.It is found that some assessment indicators are disconnected from actual services,the in-dex setting is not comprehensive enough,weighting factors are not included and the in-centive effect of the evaluation results are not strong.To solve these problems,some opti-mizing strategies are put forward:to optimize the index system,to precisely guide organi-zations to improve their service quality and efficiency,to reasonably allocate the weight of each indicator according to the order of importance,to strengthen the application of evaluation results and enhance the effectiveness of performance evaluation,to adjust the evaluation index system in time in a dynamic way.
