With the continuous development of the digital economy,data,as a new factor of production,has become an important driving force for social progress and eco-nomic growth.As a bridge connecting data supply and demand,data brokers play an im-portant role in promoting the circulation of data elements and value discovery.At pres-ent,the development of data brokers is still in the initial stage of exploration.There are problems such as lack of legal norms,risk of professional ethics,lack of professional abil-ity,weak platform institutions,and different service standards,which seriously restrict the development of data brokers.Therefore,targeted measures and suggestions such as establishing and improving laws and regulations for data brokers,strengthening data se-curity and privacy protection,establishing industry associations and standards for data brokers,etc.are proposed to promote the rapid development of data brokers and fully re-alize the digital transformation strategy.
