Delineation of urban development boundary at county level based on"prediction-simulation-primary delineation-amendment"
In order to strengthen the coordination between county-level urban development boundary and other planning and construction demands,and improve the implementability of the boundary in planning and control,a technical framework for delineating conty-level urban development boundary has been constructed,which indudes"prediction-simulation-primary delineation-amendment".The FLUS-UGB model was used to predict the land-use demand,simulate multi-scenario land-use and preliminarily delineate urban development boundary in De′an County,Jiangxi Province.By sorting out key construction projects and town functional plots in the province,city and county,integrating relevant construction and protection planning data,the preliminary results of the urban development boundary were amended and the final boundary result was obtained.The results showed that:①The Kappa coefficient of land-use simulation results of De′an County in 2020 was 0.87 and the overall accuracy was 0.93,indicating a high simulation accuracy;the simulation results of urban construction land area in De′an County in 2035 was 43.73 km2,which is an increase of 14.26 km2 compared with that in 2020.②The expansion of urban construction land in the base scenario was significant.The permanent basic farmland and ecological protection red line control scenarios effectively curb the encroachment of urban construction land on farmland and the surrounding ecological space of river,and effectively promote the coordination of the three lines at the same time.③The final delineation area of urban development boundary in De′an County was 47.07 km2,which has been revised by 3.48 km2 compared to the initial de-lineation result,which has implemented important planning contents,and effectively improved the accuracy of the boundary implementation and management effectiveness.
