生成式人工智能技术嵌入数字政府建设:形态、效应与调适

生成式人工智能的广泛应用引发社会生产方式与生活方式的重要变革,也对数字政府建设产生了深刻影响.研究发现:生成式人工智能技术嵌入数字政府建设的过程包括技术渗透、人机协同与人机共生三个阶段,呈现出不同的嵌入形态,循序渐进又连缀复合,不断推进嵌入进程.生成式人工智能的嵌入有效促进政府治理结构、流程与工具的优化,推动数字政府向更高阶段发展;但同时也带来诸多风险,例如加剧政府治理的技术与安全隐患、冲击行政伦理、侵蚀政府主权等.技术赋能需要健康生态的整体支撑,为了更好地发挥生成式人工智能对数字政府的赋能效用,同时防范化解相关风险,需要采取引导与调适等多种治理工具来释放生成式人工智能带来的技术红利和防范价值负溢出,同时完善制度规范体系,为生成式人工智能的有序嵌入提供制度保障.
Embedding Generative Artificial Intelligence Technology into Digital Government Construction:Forms,Effects,and Adaptation
The widespread application of ChatGPT has triggered significant changes in social production and lifestyle,and has also had a profound impact on digital government governance.Research has found that the process of embedding generative artificial intelligence into digital government governance includes three stages:technological penetration,human-machine collaboration,and human-machine symbiosis,presenting different embedding forms,gradually and continuously advancing the embedding process.The embedding of generative artificial intelligence effectively promotes the continuous optimization of government governance structure,processes,and tools,and promotes the development of digital government to a higher stage.But it also brings many risks,such as exacerbating the technological and security risks of government governance,impacting administrative ethics,and eroding government sovereignty.Technology empowerment requires the overall support of a healthy ecosystem.In order to better leverage the empowerment effect of generative artificial intelligence on digital governance and prevent and resolve related risks,it is necessary to adopt various governance tools such as guidance and adaptation to release the technological dividends and prevent negative value spillovers brought by generative artificial intelligence.At the same time,it is necessary to improve the institutional norms system and provide institutional guarantees for the orderly embedding of generative artificial intelligence.
