The Logical Reasoning and Realization Path of the Construction of a New Model of Precautionary Cities Emergency Management
A city is an important engine to promote economic and social development,and also the basic space for all kinds of risks.Judging from the development characteristics of modern risk society,there are many kinds,high frequency and wide influence of unexpected events in cities.In order to improve the level of urban emergency management,it is urgent to innovate the urban emergency management model.On the basis of clarifying the internal logic of the construction of preventive urban emergency management mode and combing the analysis of the reform of urban emergency management mode,this paper objectively analyzes the practical obstacles existing in the urban emergency management mode focusing on emergency in China.To successfully realize the transition from"emergency response granted"to"no emergency response required"improve the efficiency of urban emergency management,and achieve urban good governance,it is necessary to build a new five-precautions preventive urban emergency management model with full preparation,intelligent forcast,scientific prediction,effective early warning and comprehensive prevention,which provides a new approach for exploring urban emergency management.
