Improving path of innovative application of open government data under the background of digital government:qualitative comparative study of fuzzy sets based on data of 31 provinces in China
Open government data,as a typical innovation diffusion model,is deeply affected by political system and inter-governmental relationship in China.To explain the path to improve the innovative application of open government data,it is necessary to take the inter-governmental relationship and institutional pressure regulation as the logical starting point.This paper constructs an open data innovation diffusion model and makes a qualitative comparative study of fuzzy sets to summarize the law of open data application innovation diffusion in 31 provinces of China.It finds that upper-level pressure regulation,public pressure,inter-governmental competition and inter-governmental learning factors are the most typical open government data application innovation diffusion models,which play a better role in promoting the innovative application of open data and the realization of data value.In addition,for regions with more developed economy and less financial dependence on the upper-level government,open data innovation can be promoted by a combination of policy pressure,inter-governmental competition and inter-governmental learning.However,in the less-developed regions with greater financial dependence on the upper-level government,the pressure from the upper level plays a more prominent role in the application and diffusion of open data.
