数字赋能高质量公共体育服务供给的现实审视、行动逻辑与实现方略

摘要
实现公共体育服务高质量发展并促进其高质量供给,是建设更高水平的全民健身公共服务体系的题中要义.运用文献资料法、逻辑分析法,以数字赋能为手段,以高质量发展为目标,探讨数字赋能高质量公共体育服务供给的发展现实、行动逻辑与实现方略.认为我国公共体育服务供给目前存在创新要素激活不够、供给内容协调不足、绿色发展成效不高、服务效度提升不显、供需结构存在偏差等发展瓶颈.数字赋能高质量公共体育服务供给要遵循构建以服务质量为中心的赋能体系、创新以数字技术为载体的赋能工具、强化以人民需求为中心的赋能价值的行动逻辑.要通过全链条增效、整体性协调、绿色化发展、多维度开放、多元化共享打造高质量的公共体育服务;通过数字化供给手段创新、数字化供给信息创新、数字化供给机制创新、数字化供给模式创新,实现公共体育服务的高质量供给.
Abstract
Realizing the high-quality development of public sports services and promoting the high-quality supply of public sports services are the key points in building a higher-level public service system for national fitness.By using the methods of literature review and logical analysis,with digital empowerment as the means and high-quality development as the goal,this paper analyzes the development reality,theoretical logic and realization strategy of digital empowerment high-quality public sports service supply,and holds that the development bottleneck is the insufficient activation of innovation elements,insufficient coordination of supply content,low effect of green development,poor improvement of service effectiveness,and deviation of supply and demand structure.It is proposed that digital empowerment of high-quality public sports service supply embodies the action logic of building an empowerment system centered on service quality,innovating empowerment tools based on digital technology and strengthening empowerment value centered on people's needs.It is necessary to create high-quality public sports services through full chain synergy,overall coordination,green development,multi-dimensional opening and diversified sharing:Through the innovation of digital supply means,digital supply information,digital supply mechanism and digital supply mode,and then promote the high-quality supply of public sports services.
