摘要
基本公共体育服务标准化治理是新时代提升基本公共体育服务均等化水平的现实举措.运用文献资料、专家访谈等方法,在洞悉基本公共体育服务标准化与治理内在联系基础上,审视基本公共体育服务标准化治理的发展现状、制约瓶颈与纾解方略.研究认为,基本公共体育服务标准化治理的政策体系逐渐形成,组织领导更加有力;治理主体多元协同,投入机制日益完善;治理手段趋于智能,基层治理成效显著.针对基本公共体育服务标准化治理中存在的制度体系不完善、运行机制不通畅及资源要素不充分等制约瓶颈,提出完善基本公共体育服务标准化治理的制度体系、建立基本公共体育服务标准化治理的工作机制、强化基本公共体育服务标准化治理的要素保障等纾解方略,进而助力基本公共体育服务高质量发展.
Abstract
The standardized management of basic public sports services is a realistic measure to improve the equal level of basic public sports services in the new era.We conducted literature and experts interview,on the basis of understanding the internal connection between the standardization and governance of the standardization of basic public sports service,the development status,restriction bottleneck and relief strategy of the governance of the standardization of basic public sports service were examined.Therefore,the policy system of standardized governance of basic public sports service is gradually formed,and the organization and leadership are more powerful;the governance subjects are diversified and coordinated,and the investment mechanism is increasingly perfect;the governance means tend to be intelligent,and the grassroots governance has achieved remarkable results.In view of the basic public sports services in the standardization of the imperfect system,the operation mechanism is not smooth,the shortage of resource factors and other bottlenecks.Accordingly,it puts forward the relief strategies of improving the institutional system of the standardized supply of basic public sports services,establishing the working mechanism of the standardized management of basic public sports services,and strengthening the factor guarantee of the standardized management of basic public sports services,so as to help the high-quality development of basic public sports services.
