摘要
全国足球发展重点城市是落实《中国足球改革发展总体方案》的政策要求和推动我国足球运动高质量发展的内在需求.通过实地调研与访谈,梳理全国足球发展重点城市建设的经验,摸清主要问题,提出优化策略.全国足球发展重点城市的经验包括:强化政府经费投入与城市足球协会建设,基于体教融合打造城市精英球员成长体系,促进职业足球、社会足球和足球文化协同发展,通过竞赛体系、专业人才、场地设施建设提供保障.但存在政府与城市足球协会的持续参与能力不足,城市精英球员成长体系的理念与机制落后,城市足球文化建设的底层逻辑有待优化,城市足球保障体系亟待实现从"增量"到"提质"等方面的问题.提出确立政府与协会相互协同的城市足球治理逻辑,建立横向衔接、纵向贯通的精英球员成长生态系统,通过职业足球俱乐部凝聚城市足球文化认同,促进城市足球保障体系的高质量发展的策略.
Abstract
The key cities for national football development are the policy requirements for implementing the Overall Plan for the Reform and Development of Chinese Football and the internal demand for promoting the high-quality development of football in China.Through field research and interview research methods,the construction experience of the key cities in the national football development was sorted out,the main problems were identified,and optimization strategies were proposed.According to the study,the experience of key cities in the development of football in China includes strengthening government funding and the construction of urban football associations,building a growth system for urban elite players based on the integration of sports and education,promoting the coordinated development of professional football,social football and football culture,and providing guarantees through the construction of competition systems,professional talents and venue facilities.However,there are problems such as the lack of continuous participation of the government and the city football association,the backwardness of the concept and mechanism of the urban elite player growth system,the neglect of the role of professional football in the construction of urban football culture,and the urgent need for the urban football security system to change from"increment of quantities"to"quality improvement".This paper puts forward countermeasures and suggestions to establish the governance logic of urban football in which the government and the association collaborate,establish an elite player growth ecosystem with horizontally connected and vertically connected,unite the cultural identity of urban football through professional football clubs,and promote the high-quality development of the urban football security system.
