Provincial Planning Implementation Progress Mearsurement in China:Index Construction and Spatiotemporal Distribution
Since the founding of the New China,the five-year plans formulated by the central government has had an extremely important impact on economic and social development.However,there wasn't a theoretical framework in academia to comprehensively and systematically make a quantitatively assessment on the level of planning implementation progress during the"13th and 14th Five-Year Plan"periods.In this paper,we constructed the provincial planning implementation index by utilizing the planning indicators proposed in the central and local government documents,and measured the planning implementation situation of Chinese provinces and municipalities during the period of 2016 and 2021.The study found that,in 2021,the average degree of the fulfillment of the"14th Five-Year Plan"targets in China was 77%,along with relatively large internal differences.In 2020,more than 60%provinces have accomplished their"13th Five-Year Plan"targets,and the implementation situation of the"13th Five-Year Plan"in provinces and municipalities reflected significant spatial correlation with the year.
