China's Rural Infrastructure Capital Stock:Measurement,Differences and Evolution——Based on the Dual Attributes of Production and Wealth
The paper firstly constructed a capital accounting framework encompassing both production and wealth attributes, and comprehensively measured China's rural infrastructure capital stock at the national level from 1981 to 2022 and at the provincial level from 1996 to 2022,followed by sensitivity analyses. On this basis, the paper further explored relevant spatial differences and dynamic evolution. The research findings indicated that, the measurement results were not sensitive to the specification of the normal distribution form under the bell-shaped retirement model, while the difference in the age-efficiency function form significantly affected the measurement outcomes. The rural infrastructure capital stock has been steadily increasing, with the net amount of wealth-related capital stock, productive capital stock, and total wealth-related capital stock rising sequentially. The overall disparities in rural infrastructure exhibited an"U"-shaped evolutionary trend. The rural infrastructure had no σ convergence in the western region, but had the β convergence characteristic at the national, regional, and stage levels. In addition, the convergence rate had significant spatial and temporal heterogeneity.
