Measurement and Convergence Analysis on Green Development Level of Marine Economy in China
Green development of marine economy is a necessity for China to construct a new development layout and build a maritime powerhouse.An evaluation index system for the level of green development of the marine economy is first constructed,which includes six subsystems:marine economic benefits,marine resource utilization,marine ecological environment,marine innovation capability,marine social benefits and government support.Firstly,the CRITIC-entropy combined weight TOPSIS model is used to measure the level of green development of the marine economy in 11 coastal provinces and cities in China from 2010 to 2020.Secondly,the Dagum Gini coefficient method and the convergence model are adopted to analyze the regional differences and convergence characteristics of green development level of the marine economy.The results show that,the overall green development level of the marine economy and the levels of the six subsystems are all fluctuating upward.The total regional difference,intra-regional(inter-regional)difference of the green development level of the marine economy are all expanding,with the greatest intra-regional difference in the South Sea area,the most noticeable inter-regional difference between the North Sea and the South China Sea areas,and the over-density contribution rate is the main source of its regional differences.There isn't σ convergence trend in the green development level of the marine economy,but there is significant absolute β convergence and conditional β convergence in whole country and the three major coastal areas.The marine industry structure has a significant promoting effect on the growth rate of the green development level of the marine economy in the whole country,also the North Sea and the South China Sea areas.
